TONY ABBOTT, OPPOSITION LEADER: Well I just say that you can't trust the government that couldn't deliver school halls and couldn't get pink batts into rooves to deliver this highly sophisticated national network.   Sprint Nextel's (NYSE:S) Virgin Mobil USA plans to roll out mobile broadband prepaid packages for $40 per month, replacing most of its current offerings. The move comes in a prepaid wireless market that has witnessed heavy competition and fast growth as consumers constantly look to cut costs amidst one of the worst recessions in history. Virgin said that starting Wednesday, it will offer a $40 nationwide unlimited mobile broadband plan, replacing its exiting $20, $40 and $60 metered plans. Meanwhile, Virgin's move to the unlimited broadband is in heavy contrast to AT&T's (NYSE:T) strategy of switching from unlimited data plans on its iPhones (NASDAQ:AAPL).   T-Mobile employees have been upgrading the company's wireless network to HSPA+, which provides theoretical top downstream speeds close to 20 Mbps, according to a Broadband DSL Reports article. The company noted that their HSPA+ upgrades are now available in about 50 major metropolitan areas and plans to cover 185 million people by the end of the year. T-Mobile also launched a teaser website for the smartphone that will be able to take advantage of those speeds. Rumors have circulated that the phone is made by HTC. It is expected to be unveiled in September.
